The Road Management Office is a Local Authority shared service and was setup in late 2014 following development of a business case by the Local Authority Sector, its approval by the Public Services Reform Oversight Group, the Minister for Transport, Tourism and Sport and the award of the shared service to a consortium of Donegal, Cork County, Cork City, Kerry and Tipperary Local Authorities.

The office’s current functions include developing and providing supports to Roads Authorities in the development of best practice and supporting ICT tools for road pavement management and road licensing. This may be extended to include other assets management supports for structures and activities such as management of speed limits as well as providing supports for risk management.

Local Authorities in Ireland

There are 31 Local Authorities in Ireland that vary a lot in size and whose population vary from 43,000 to 530,000. The road infrastructure is the largest asset managed by local authorities. It’s efficient management  (both day to day and in the long term) is essential to economic activity as the majority of commuting and haulage occurs using it.

The 31 local authorities operate, maintain and improve the network of regional and local roads. Ireland has a very dense public road network all of which is paved but varies a lot in quality and standard. It varies between large highly trafficked urban locations, to rural locations providing access for communities and the agricultural forestry, tourism industries.
