MapRoad Licensing (MRL) is Ireland’s national online application system for managing road opening licences. MRL caters for both applicant organisation and road authority functions and facilitates a consistent end to end process for road opening licences in line with the Department of Transport Guidelines for Managing Openings in Public Roads. The RMO supports users and organisations in their registration and operation of MRL. The RMO also plays a key role in the ongoing development of the MRL system in conjunction with other stakeholders.

Guidelines for Managing Openings in Public Roads
This document sets out a summary of the legal framework relating to powers of road authorities, various statutory bodies and private individuals in relation to excavation and road opening works in public roads in Ireland. The document prescribes standards in respect of excavation and road opening works, backfilling and the reinstatement of road surfaces and the associated materials to be used on all roads other than National Roads. Furthermore, the document prescribes procedures and requirements in relation to the use of MapRoad Roadworks Licensing (MRL) and its use for all road openings in public roads other than those carried out by a road authority.

Changes to Administration (Application) charges for road opening licenses
Please see attached letter issued by CCMA notifying of increases to road opening licence application fees, which will take effect from 1st January 2026. Summary as follows:
Current Fees (Implemented in March 2018):
T2 applications (including those associated with a T1): €250
T3/T4 applications: €150
New Fees (from 1st January 2026):
T2 applications (including those associated with a T1): €300 (20% increase)
T3/T4 applications: €180 (20% increase)
